Chương I
QUY ĐỊNH CHUNG

Điều 1. Tên gọi, biểu tượng
1. Tên tiếng Việt: Liên đoàn Quyền anh Việt Nam, viết tắt là LĐQAVN.
2. Tên giao dịch quốc tế: Vietnam Boxing Federation, viết tắt là VBF.
3. Biểu tượng: (Ban vận động tổ chức thi và phê duyệt).



Biểu tượng này đã được đăng ký bản quyền theo quy định của pháp luật.
Điều 2. Tôn chỉ, mục đích
1. Tôn chỉ: Liên đoàn Quyền anh Việt Nam (sau đây gọi tắt là Liên đoàn) là một tổ chức xã hội - nghề nghiệp, tập hợp các tổ chức, cá nhân tự nguyện, ham thích tập luyện và hoạt động đóng góp cho sự phát triển, nâng cao vị thế của Quyền anh Việt Nam trong khu vực và thế giới.
2. Mục đích: Liên đoàn hoạt động với mục đích tuyên truyền, vận động, tổ chức, tập hợp, đoàn kết huy động mọi nguồn lực của các tổ chức, cá nhân tham gia tập luyện, thi đấu môn thể thao võ thuật Quyền anh nhằm góp phần giáo dục rèn luyện thể chất, ý chí, phẩm chất đạo đức cho thế hệ trẻ, thúc đẩy xã hội hóa và chuyên nghiệp hóa môn Quyền anh, tuyển chọn, đào tạo vận động viên tài năng, không ngừng nâng cao thành tích thi đấu, góp phần phục vụ các nhiệm vụ chính trị, kinh tế, xã hội, an ninh quốc phòng và đối ngoại của quốc gia.
Điều 3. Địa vị pháp lý, trụ sở
1. Liên đoàn có tư cách pháp nhân, con dấu, tài khoản riêng; hoạt động theo quy định pháp luật Việt Nam và Điều lệ Liên đoàn được cơ quan nhà nước có thẩm quyền phê duyệt.
2. Trụ sở của Liên đoàn đặt tại số 36 Trần Phú, Ba Đình, Hà Nội.
3. Liên đoàn có văn phòng đại diện tại các tỉnh, thành phố theo quy định của pháp luật.
Điều 4. Lĩnh vực và phạm vi hoạt động
1. Liên đoàn hoạt động trong lĩnh vực môn Quyền anh trong phạm vi nước Việt Nam và mở rộng hợp tác quốc tế theo quy định của pháp luật, thông lệ quốc tế.
2. Liên đoàn chịu sự quản lý nhà nước của Bộ Nội vụ, Tổng cục Thể dục thể thao, Bộ Văn hóa, Thể thao và Du lịch và các Bộ, ngành khác có liên quan đến lĩnh vực hoạt động của Liên đoàn theo quy định của pháp luật.
3. Liên đoàn là thành viên của Ủy ban Olympic Việt Nam và được gia nhập làm tổ chức thành viên của Liên đoàn Quyền anh thế giới (AIBA), Liên đoàn Quyền anh châu Á (ASBC) và các tổ chức Quyền anh quốc tế khác theo quy định của pháp luật và thông lệ quốc tế.
Điều 5. Nguyên tắc tổ chức và hoạt động
1. Tự nguyện, tự quản.
2. Dân chủ, bình đẳng, công khai, minh bạch.
3. Tự bảo đảm kinh phí hoạt động.
4. Không vì mục đích lợi nhuận.
5. Tuân thủ Hiến pháp, pháp luật và Điều lệ Liên đoàn.
Điều 6. Tính pháp lý của ngôn ngữ
Ngôn ngữ chính thức của Liên đoàn là tiếng Việt, ngôn ngữ giao dịch quốc tế chính thức là tiếng Anh. Các văn kiện, văn bản chính thức được làm bằng tiếng Việt và tiếng Anh có giá trị pháp lý như nhau.


Chương II
NHIỆM VỤ, QUYỀN HẠN

Điều 7. Nhiệm vụ
1. Tuyên truyền đường lối, quan điểm công tác thể dục thể thao của Đảng và Nhà nước, lợi ích, tác dụng của tập luyện thể dục thể thao nói chung và tập luyện quyền anh nói riêng với sức khỏe và giáo dục phẩm chất đạo đức, tinh thần thể thao cao thượng cho người tập.
2. Cùng với các cơ quan chuyên ngành của nhà nước tổ chức phổ biến kiến thức, phương pháp tập luyện, tổ chức thi đấu, hoàn thiện hệ thống thi đấu môn quyền anh từ cơ sở đến toàn quốc. Tổ chức quản lý tập luyện và điều hành các giải thi đấu quốc gia và quốc tế. Ban hành và thống nhất toàn bộ hệ thống luật cho thi đấu môn quyền anh.
3. Xây dựng và thực hiện chương trình đào tạo, bồi dưỡng các huấn luyện viên, hướng dẫn viên, trọng tài. Tổ chức cấp bằng, giấy chứng nhận cho các thành viên tham gia vào các lớp chuyên môn, nghiệp vụ; cấp thẻ thi đấu, thẻ trọng tài, giấy chứng nhận kết quả thi đấu.
4. Huy động các nguồn lực xã hội để thúc đẩy, phát triển môn Quyền anh. Góp phần thực hiện phát triển xã hội hóa và từng bước chuyên nghiệp hóa môn Quyền anh.
5. Xây dựng quy tắc, đạo đức, hoạt động của Liên đoàn.
6. Phối hợp với cơ quan quản lý nhà nước, tổ chức nghiên cứu khoa học, nâng cao trình độ chuyên môn, hiện đại hóa theo hướng phát triển của quyền anh thế giới.
7. Xây dựng kế hoạch hợp tác quốc tế, trình cơ quan có thẩm quyền phê duyệt và tổ chức triển khai kế hoạch khi được phê duyệt.
8. Tuyển chọn và đào tạo vận động viên trẻ và đội tuyển quốc gia làm nhiệm vụ thi đấu quốc tế.
9. Phong cấp, giáng cấp, khen thưởng, kỷ luật đối với vận động viên, huấn luyện viên, trọng tài và các cá nhân, tổ chức thành viên của Liên đoàn.
10. Kiến nghị và đề xuất với cơ quan quản lý nhà nước về các vấn đề: Chủ trương, chính sách, chế độ, kế sách, biện pháp nhằm động viên, khuyến khích phát triển phong trào môn quyền anh.
11. Bảo vệ quyền lợi chính đáng của các tổ chức thành viên, hội viên trong liên đoàn.
12. Phối hợp với cơ quan quản lý nhà nước, cùng với các địa phương, đơn vị, tổ chức khảo sát, tư vấn, thiết kế xây dựng các trung tâm quyền anh phục vụ cho tập luyện, phát triển phong trào, nâng cao thành tích thi đấu, đảm bảo đúng tiêu chuẩn theo quy định của pháp luật về quyền anh quốc gia, quốc tế và đảm bảo đúng vệ sinh, môi trường theo đúng quy định của pháp luật.

Điều 8. Quyền hạn
1. Tổ chức, hoạt động theo Điều lệ Liên đoàn đã được phê duyệt.
2. Tuyên truyền mục đích của Liên đoàn.
3. Đại diện cho tổ chức thành viên, hội viên trong mối quan hệ đối nội, đối ngoại có liên quan đến chức năng, nhiệm vụ của Liên đoàn.
4. Bảo vệ quyền, lợi ích hợp pháp của Liên đoàn và các tổ chức thành viên, hội viên phù hợp với tôn chỉ, mục đích của Liên đoàn.
5. Tổ chức, phối hợp hoạt động giữa các tổ chức thành viên, hội viên vì lợi ích chung của Liên đoàn; hòa giải tranh chấp trong nội bộ Liên đoàn.
6. Phổ biến, huấn luyện kiến thức cho tổ chức thành viên, hội viên; cung cấp thông tin cần thiết cho hội viên theo quy định của pháp luật.
7. Tham gia chương trình, dự án, đề tài nghiên cứu, tư vấn, phản biện và giám định xã hội theo đề nghị của cơ quan nhà nước; cung cấp dịch vụ công về các vấn đề thuộc lĩnh vực, phạm vi hoạt động của Liên đoàn theo quy định của pháp luật.
8. Thành lập pháp nhân và các tổ chức kinh doanh thuộc Liên đoàn theo quy định của pháp luật.
9. Tham gia ý kiến vào các văn bản quy phạm pháp luật có liên quan đến nội dung hoạt động của Liên đoàn theo quy định của pháp luật. Kiến nghị với cơ quan nhà nước có thẩm quyền đối với các vấn đề liên quan tới sự phát triển và lĩnh vực Liên đoàn hoạt động. Được tổ chức đào tạo, bồi dưỡng, tổ chức các hoạt động dịch vụ khác theo quy định của pháp luật và được cấp chứng chỉ hành nghề khi có đủ điều kiện theo quy định của pháp luật.
10. Phối hợp với cơ quan, tổ chức có liên quan để thực hiện nhiệm vụ của Liên đoàn.
11. Được gây quỹ Liên đoàn trên cơ sở hội phí của tổ chức thành viên, hội viên và các nguồn thu từ hoạt động kinh doanh, dịch vụ theo quy định của pháp luật để tự trang trải về kinh phí hoạt động.
12. Được nhận các nguồn tài trợ hợp pháp của các tổ chức, cá nhân trong và ngoài nước theo quy định của pháp luật.
13. Liên đoàn có phạm vi hoạt động cả nước được gia nhập là tổ chức thành viên của các liên đoàn quốc tế và khu vực; được tham gia ký kết và thực hiện thỏa thuận quốc tế theo quy định của pháp luật và báo cáo cơ quan quản lý nhà nước về ngành, lĩnh vực Liên đoàn hoạt động, cơ quan quyết định cho phép thành lập Liên đoàn về việc gia nhập tổ chức quốc tế tương ứng, ký kết, thực hiện thỏa thuận quốc tế.
14. Thực hiện các quyền khác theo quy định pháp luật về hội và thể dục, thể thao.
Chương III
HỘI VIÊN

Điều 9. Hội viên, tiêu chuẩn hội viên
Hội viên của Liên đoàn gồm hội viên chính thức và hội viên danh dự:
1. Hội viên chính thức:
a) Hội viên tổ chức: Tổ chức Quyền anh các tỉnh, thành phố trực thuộc Trung ương được thành lập theo quy định của pháp luật, các tổ chức khác tự nguyện gia nhập, thừa nhận và chấp hành Điều lệ Liên đoàn, đóng hội phí đầy đủ và tự nguyện tham gia các hoạt động của Liên đoàn đều được công nhận là hội viên tổ chức của Liên đoàn.
b) Hội viên cá nhân: Công dân Việt Nam, kể cả công dân Việt Nam đang học tập, công tác, sinh sống tại nước ngoài tán thành Điều lệ của Liên đoàn, tự nguyện gia nhập Liên đoàn, đóng hội phí theo quy định đều được xem xét công nhận là hội viên chính thức của Liên đoàn. Hội viên có thể đồng thời là hội viên của Liên đoàn và là hội viên của các tổ chức cơ sở Quyền anh ở địa phương.
2. Hội viên danh dự: Công dân Việt Nam không có điều kiện trở thành hội viên của Liên đoàn nhưng có đóng góp lớn cho sự phát triển của Liên đoàn thì có thể được kết nạp và công nhận là hội viên danh dự.
Điều 10. Quyền của hội viên
1. Hội viên tổ chức:
