Các khu kinh tế ven biển sẽ được tập trung đầu tư trong giai đoạn 2016 – 2020

Thủ tướng Chính phủ đồng ý lựa chọn 8 nhóm khu kinh tế (KKT) ven biển trọng điểm để tập trung đầu tư phát triển từ nguồn ngân sách nhà nước giai đoạn 2016 - 2020.

Cụ thể, 8 nhóm KKT trên gồm: Nhóm KKT Chu Lai, tỉnh Quảng Nam - Dung Quất, tỉnh Quảng Ngãi; KKT Đình Vũ - Cát Hải, thành phố Hải Phòng; KKT Nghi Sơn, tỉnh Thanh Hóa; KKT Phú Quốc, tỉnh Kiên Giang; KKT Vũng Áng, tỉnh Hà Tĩnh; KKT Nam Phú Yên, tỉnh Phú Yên; KKT Vân Đồn, tỉnh Quảng Ninh; KKT Định An, tỉnh Trà Vinh.
Thủ tướng Chính phủ yêu cầu tập trung phân bổ vốn đầu tư cho 8 nhóm KKT ven biển trọng điểm nêu trên tối thiểu bằng 70% tổng nguồn vốn hỗ trợ đầu tư từ ngân sách Trung ương trong kế hoạch hàng năm và 5 năm 2016 - 2020 cho các KKT ven biển.
Trong đó giai đoạn 2016 - 2017 tập trung đầu tư phát triển từ nguồn ngân sách nhà nước để cơ bản hoàn thành các công trình kết cấu hạ tầng kỹ thuật và hạ tầng xã hội quan trọng của KKT nhằm đáp ứng yêu cầu của các dự án đầu tư động lực, quy mô lớn đối với 05 nhóm KKT ven biển trọng điểm đã được lựa chọn trong giai đoạn 2013 - 2015.
Giai đoạn 2018 - 2020, tập trung đầu tư cho các KKT ven biển trọng điểm mới được bổ sung trong giai đoạn 2016 - 2020 gồm: KKT Nam Phú Yên, tỉnh Phú Yên, KKT Vân Đồn, tỉnh Quảng Ninh và KKT Định An, tỉnh Trà Vinh.
Thủ tướng Chính phủ giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính xây dựng phương án bố trí vốn ngân sách Trung ương theo kế hoạch hàng năm và 5 năm 2016 - 2020 cho các KKT ven biển, tuân thủ nguyên tắc tập trung cho nhóm các KKT trọng điểm được lựa chọn; chủ trì xây dựng cơ chế huy động vốn, ưu đãi, khuyến khích, đa dạng hóa vốn đầu tư phát triển KKT ven biển từ các thành phần kinh tế.
Bộ Kế hoạch và Đầu tư chủ trì và là đầu mối theo dõi quá trình triển khai việc tập trung đầu tư phát triển từ nguồn ngân sách nhà nước giai đoạn 2016 - 2020 cho các KKT ven biển trọng điểm được lựa chọn, báo cáo Thủ tướng Chính phủ những vấn đề vướng mắc trong quá trình thực hiện. Trong quý III/2018, tiến hành sơ kết việc triển khai thực hiện, báo cáo Thủ tướng Chính phủ.
Các bộ, ngành Trung ương nghiên cứu, xây dựng cơ chế chính sách theo lĩnh vực quản lý ngành thống nhất với pháp luật về KKT, đồng thời hướng các KKT ven biển phát triển theo định hướng lĩnh vực thế mạnh, khai thác tối đa lợi thế của KKT.
Thủ tướng Chính phủ yêu cầu UBND, Ban quản lý KKT các tỉnh, thành phố trực thuộc Trung ương tuân thủ nguyên tắc tập trung đầu tư phát triển các KKT ven biển trọng điểm đã được lựa chọn; sử dụng vốn ngân sách Trung ương được phân bổ theo đúng quy định, đảm bảo tiến độ giải ngân và xây dựng công trình.
Đồng thời chủ động bố trí ngân sách địa phương và huy động các nguồn vốn hợp pháp khác ngoài ngân sách nhà nước để đầu tư phát triển kết cấu hạ tầng KKT ven biển.
Bên cạnh đó phát huy vai trò chủ động của địa phương, xây dựng cơ chế phân công, phối hợp thống nhất, hiệu quả trong quản lý nhà nước đối với KKT theo chức năng, nhiệm vụ được phân cấp, ủy quyền theo quy định của pháp luật.
