Giáo dục và đào tạo phải góp phần tạo nên một thế hệ người lao động có tri
thức, có đạo đức, có bản lĩnh trung thực, có tư duy phê phán, sáng tạo, có kỹ năng
sống, kỹ năng giải quyết vấn đề và kỹ năng nghề nghiệp để làm việc hiệu quả trong
môi trường toàn cầu hóa vừa hợp tác vừa cạnh tranh. Điều này đòi hỏi phải có những
thay đổi căn bản về giáo dục từ nội dung, phương pháp dạy học đến việc xây dựng
những môi trường giáo dục lành mạnh và thuận lợi, giúp người học có thể chủ động,
tích cực, kiến tạo kiến thức, phát triển kỹ năng và vận dụng những điều đã học vào
cuộc sống. Thông qua các hoạt động giáo dục, các giá trị văn hóa tốt đẹp cần được
phát triển ở người học, giúp người học hoàn thiện tố chất cá nhân, phát triển hài hòa
các mặt trí, đức, thể, mỹ. Nội dung, phương pháp và môi trường giáo dục phải góp
phần duy trì, bảo tồn và phát triển nền văn hóa Việt Nam.
