Cho đến nay tài nguyên du lịch cả tự nhiên và nhân văn chưa được thống kê, đánh giá, phân loại và xếp hạng để quản lý khai thác một cách bền vững, hiệu quả. Dẫn tới tài nguyên du lịch thì nhiều nhưng khai thác bừa bãi, mới dừng ở bề nổi, khai thác cái sẵn có chưa phát huy giá trị của tài nguyên.
- Sự khai thác bừa bãi, cạn kiệt tài nguyên du lịch gắn với quá trình cạnh tranh và trách nhiệm của các bên không rõ ràng dẫn tới nguy cơ suy thoái nhanh giá trị của tài nguyên. Sự xung đột về lợi ích kinh tế giữa các chủ thể kinh tế và các ngành, tầm nhìn ngắn hạn và hạn chế về công nghệ dẫn tới một số tài nguyên du lịch bị tàn phá, sử dụng sai mục đích...tác động tiêu cực tới phát triển du lịch bền vững
