6. Đối với các tổ chức phi Chính phủ và cá nhân nước ngoài:
- Phối hợp với các cơ quan liên quan xúc tiến vận động, quản lý hoạt động của các khoản viện trợ thuộc các chương trình hoặc dự án nhân đạo, phát triển và viện trợ khẩn cấp của các tổ chức phi Chính phủ nước ngoài giúp địa phương theo quy định của pháp luật;
- Hỗ trợ các thủ tục hành chính trong việc triển khai các chương trình hoặc dự án nhân đạo, phát triển và viện trợ khẩn cấp do các tổ chức phi Chính phủ nước ngoài giúp đỡ địa phương.

6. for non-governmental organizations and foreign individuals:Coordinate with related agencies to promote mobility, active management of the funds in the program or project development, humanitarian and emergency aid of foreign non-governmental organizations to help localities under the provisions of the law;-Support the administrative procedures in the implementation of the programme or project development, humanitarian and emergency aid by non-governmental organizations and foreign countries for help.

- Coordinate with relevant agencies to promote advocacy, operational management of grants under the program or humanitarian projects, development development and emergency aid non-governmental organizations to help local overseas as prescribed by law;
- Support of administrative procedures in the implementation of programs or projects of humanitarian, development and institutes emergency assistance by non-governmental organizations to help local overseas.
