Điều 1. Phê duyệt Đề án "Tái cơ cấu ngành nông nghiệp theo hướng nâng cao giá trị gia tăng và phát triển bền vững tỉnh Quảng Ninh giai đoạn 2015-2020 và định hướng đến 2030” (sau đây gọi tắt là Đề án), với các nội dung chủ yếu sau:
I. Quan điểm và mục tiêu
1. Quan điểm
- Tái cơ cấu ngành nông nghiệp là một phần của tái cơ cấu tổng thể nền kinh tế, phù hợp với chiến lược và kế hoạch phát triển kinh tế - xã hội của tỉnh; gắn với xây dựng nông thôn mới bền vững; phù hợp với các chiến lược, quy hoạch phát triển kinh tế xã hội của tỉnh.
- Thực hiện tái cơ cấu nông nghiệp vừa phải theo cơ chế thị trường, vừa phải đảm bảo các mục tiêu cơ bản về phúc lợi cho nông dân và người tiêu dùng;
- Nhà nước giữ vai trò hỗ trợ, tạo môi trường thuận lợi cho hoạt động của các thành phần kinh tế; tập trung hỗ trợ nghiên cứu phát triển và chuyển giao khoa học công nghệ, phát triển thị trường, cơ sở hạ tầng phục vụ sản xuất và đời sống;
- Đẩy mạnh việc ứng dụng khoa học công nghệ làm khâu đột phá nhằm nâng cao năng suất, chất lượng sản phẩm; gắn kết chặt chẽ với công nghiệp bảo quản, chế biến và tiêu thụ sản phẩm. Tập trung sản xuất các sản phẩm nông nghiệp sạch; Nông dân và doanh nghiệp trực tiếp đầu tư đổi mới quy trình sản xuất, công nghệ và thiết bị để nâng cao hiệu quả sản xuất kinh doanh và sử dụng tài nguyên hiệu quả hơn;
- Tập trung huy động các nguồn lực để đầu tư (đặc biệt là nguồn lực từ các nhà đầu tư, doanh nghiệp) đầu tư vào địa bàn nông thôn để chuyển nhanh lao động nông nghiệp sang công nghiệp, dịch vụ và thúc đẩy phát triển sản xuất, nâng cao năng suất lao động. Đẩy nhanh Chương trình nông thôn mới, trên tinh thần “lấy công nghiệp, dịch vụ thúc đẩy nông nghiệp, lấy thành thị dẫn dắt nông thôn” và “cộng đồng dân cư là chủ thể chương trình” nhằm phát huy sức mạnh cộng đồng, chung sức xây dựng nông thôn mới; Thực hiện có hiệu quả ba đột phá chiến lược gắn với chuyển đổi phương thức phát triển từ “nâu” sang “xanh” nhằm nâng cao năng lực cạnh tranh và năng suất lao động.
- Đảm bảo phát huy vai trò quản lý, tạo lập môi trường, thể chế của Nhà nước và sự tham gia của các thành phần kinh tế, chú trọng với các doanh nghiệp và hợp tác xã;
- Phát huy và sử dụng mọi nguồn lực, khai thác có hiệu quả các tiềm năng, lợi thế của địa phương để phát triển kinh tế nông nghiệp hiệu quả và bền vững;
- Trong quá trình thực hiện tái cơ cấu cần được đánh giá, điều chỉnh cho phù hợp với thay đổi của thực tế.
