d) Quyết định thành lập và giải thể các ban chức năng và các tổ chức trực thuộc Liên đoàn;
đ) Quyết định tổ chức các hội nghị, hội thảo khoa học;
e) Quyết định những công việc cấp bách của Liên Đoàn;
g) Căn cứ Nghị quyết của Đại hội, của Ban Chấp hành đề ra chương trình công tác ngắn hạn, dài hạn (kế hoạch chuyên môn, thi đấu, hợp tác quốc tế ...).
h) Quyết định công nhận các hội viên tổ chức của Liên đoàn.
Tùy theo tình hình thực tế, Ban Thường vụ cử ra Thường trực để giúp việc Ban Thường vụ. Thường trực chịu trách nhiệm trước Ban Thường vụ về nhiệm vụ được giao.
Điều 17. Ban Kiểm tra Liên đoàn
1. Ban Kiểm tra Liên đoàn do Đại hội bầu bằng hình thức giơ tay biểu quyết hoặc bỏ phiếu kín. Trưởng Ban Kiểm tra do Ban Kiểm tra bầu trực tiếp trong số các ủy viên. Ban Kiểm tra có quyền kiểm tra các hoạt động có liên quan đến Liên đoàn, toàn thể các tổ chức thành viên, hội viên, kể cả các chức danh cao nhất của Liên đoàn.
2. Ban Kiểm tra hoạt động độc lập, làm việc theo chế độ tập thể và chịu trách nhiệm trước Liên đoàn về công tác kiểm tra của Liên đoàn. Nhiệm vụ của Ban Kiểm tra là kiểm tra hoạt động của tổ chức thành viên, hội viên trong việc thực hiện nhiệm vụ, chấp hành nghị quyết và Điều lệ Liên đoàn; kiểm tra việc thực hiện các quy chế, tài chính của Liên đoàn. Ban kiểm tra có quyền yêu cầu được cung cấp các tài liệu liên quan đến nội dung kiểm tra.
3. Ban Kiểm tra xem xét, kiến nghị với Ban Thường vụ và Ban Chấp hành Liên đoàn để giải quyết đơn, thư khiếu nại, tố cáo liên quan đến các tổ chức thành viên, hội viên, các ban chức năng, tổ chức trực thuộc Liên đoàn, những trường hợp vi phạm kỷ luật. Ban Kiểm tra có trách nhiệm báo cáo kết quả công tác kiểm tra tại Đại hội để Đại hội xem xét, quyết định.
Điều 18. Chủ tịch, Phó Chủ tịch Liên đoàn
1. Chủ tịch Liên đoàn do Ban Chấp hành bầu, có nhiệm vụ và quyền hạn sau:
a) Chủ tịch Liên đoàn là người đại diện pháp nhân của Liên đoàn trước pháp luật, chịu trách nhiệm trước Nhà nước về hoạt động Liên đoàn, đại diện cho Liên đoàn trong những mối quan hệ với các tổ chức khác;
b) Chủ trì các cuộc họp của Ban Chấp hành và Ban Thường vụ;
c) Ký các văn bản quan trọng;
d) Phân công trách nhiệm cho các Phó Chủ tịch, Tổng thư ký và các thành viên khác trong Ban Thường vụ và Ban Chấp hành;
đ) Chỉ đạo tổ chức triển khai thực hiện các nghị quyết của Đại hội và các quyết định của Ban Chấp hành;
g) Chịu trách nhiệm trước Ban Chấp hành, Ban Thường vụ và toàn thể hội viên về các hoạt động của Liên đoàn;
h) Khi Chủ tịch vắng mặt, việc chỉ đạo, điều hành giải quyết công việc của Liên đoàn được ủy quyền bằng văn bản cho một Phó chủ tịch Liên đoàn.
2. Phó Chủ tịch Liên đoàn do Ban Chấp hành bầu, có nhiệm vụ và quyền hạn sau:
a) Các Phó Chủ tịch là người giúp việc cho Chủ tịch, được Chủ tịch phân công chịu trách nhiệm từng lĩnh vực công tác;
b) Phó Chủ tịch thực hiện nhiệm vụ, quyền hạn theo Quy chế hoạt động của Ban chấp hành, Ban Thường vụ Liên đoàn phù hợp với Điều lệ Liên đoàn và quy định của pháp luật.
Điều 19. Tổng Thư ký, Phó Tổng thư ký Liên đoàn
1. Tổng Thư ký do Ban Chấp hành bầu, có quyền hạn và nhiệm vụ sau:
a) Tổng thư ký chịu trách nhiệm trước Ban Chấp hành, Ban Thường vụ, Chủ tịch về hoạt động của Văn phòng Liên đoàn;
b) Tổng thư ký là người điều hành các hoạt động của Văn phòng Liên đoàn, chuẩn bị nội dung các cuộc họp của Ban Chấp hành và Ban Thường vụ, định kỳ báo cáo cho Ban Thường vụ và Ban Chấp hành về các hoạt động của Liên đoàn;
c) Được ủy quyền thứ nhất về tài khoản của Liên đoàn;
d) Chịu trách nhiệm về công tác hành chính, kế hoạch, tổng hợp của Liên đoàn; chuẩn bị các báo cáo hàng năm, báo cáo nhiệm kỳ của Ban Chấp hành;
đ) Đảm bảo mối quan hệ với các tổ chức Quyền anh quốc tế, các liên đoàn quốc gia và vùng lãnh thổ, các tổ chức thể thao khác theo quy định của pháp luật và thông lệ quốc tế;
e) Tổng thư ký được thay mặt thường trực để giải quyết các công việc thường xuyên của Liên đoàn, điều hành các công việc của văn phòng, ký văn bản do Chủ tịch Liên đoàn uỷ nhiệm.
2. Phó Tổng thư ký do Tổng Thư ký đề xuất và Ban Chấp hành thông qua, có nhiệm vụ và quyền hạn sau:
a) Phó Tổng thư ký là người giúp việc cho Tổng thư ký, được Tổng Thư ký phân công chịu trách nhiệm từng lĩnh vực công tác;
b) Phó Tổng thư ký được thay mặt Tổng Thư ký khi Tổng Thư ký vắng mặt và ủy quyền.
Điều 20. Văn phòng, các ban chức năng, các tổ chức trực thuộc
1. Ban Thường vụ Liên đoàn căn cứ vào yêu cầu và nhiệm vụ công tác để quyết định thành lập Văn phòng, các ban chức năng và các tổ chức trực thuộc theo quy định của pháp luật.
2. Văn phòng (trụ sở) của Liên đoàn đặt tại số 36 Trần Phú, Ba Đình, Hà Nội. Ngoài ra, Liên đoàn có văn phòng đại diện tại các tỉnh, thành phố theo quy định của pháp luật.
3. Các ban chức năng của Liên đoàn gồm:
a) Ban Chuyên môn;
b) Ban Tuyên truyền và đối ngoại;
c) Ban Tài chính và vận động tài trợ;
d) Các ban khác khi có nhu cầu sẽ được thành lập theo quy định.
4. Ban Chấp hành quy định cụ thể về nhiệm vụ, nhân sự, quy chế hoạt động của Văn phòng, các ban chức năng và tổ chức trực thuộc Liên đoàn.
Điều 21. Hội đồng kỹ thuật
1. Hội đồng kỹ thuật do Chủ tịch đề nghị và được Ban Chấp hành thông qua.
2. Hội đồng kỹ thuật hoạt động theo sự chỉ đạo của Ban Chấp hành.
3. Hội đồng kỹ thuật làm việc theo chế độ tập thể.
4. Nhiệm vụ của Hội đồng kỹ thuật là xem xét, quyết định và quản lý những nội dung quan trọng về kỹ thuật; xây dựng kế hoạch tuyển chọn, đào tạo, bồi dưỡng vận động viên, huấn luyện viên, hướng dẫn viên; cập nhật, phổ biến các kỹ thuật chuyên môn để nâng cao chất lượng phong trào và thành tích Quyền anh Việt Nam; giám sát, tổ chức và các hoạt động thi đấu Quyền anh; nghiên cứu, dịch thuật, biên soạn chương trình kỹ thuật, tài liệu chuyên môn; thông tin những vấn đề về chuyên môn kỹ thuật đến các tổ chức thành viên, hội viên.
5. Điều hành các cuộc thi đấu quốc gia và quốc tế; phối hợp điều hành tổ chức các cuộc thi đấu quốc tế tổ chức tại Việt Nam.


Chương V
CHIA, TÁCH; SÁP NHẬP; HỢP NHẤT; ĐỔI TÊN VÀ GIẢI THỂ

Điều 22. Chia, tách; sáp nhập; hợp nhất và đổi tên và giải thể Liên đoàn
Việc chia, tách; sáp nhập; hợp nhất; đổi tên và giải thể Liên đoàn thực hiện theo quy định của Bộ luật Dân sự, quy định của pháp luật về hội, nghị quyết Đại hội và các quy định pháp luật có liên quan.

Chương VI
TÀI SẢN, TÀI CHÍNH

Điều 23. Tài chính, tài sản của Liên đoàn
1. Tài chính của Liên đoàn:
a) Nguồn thu của Liên đoàn:
- Lệ phí gia nhập Liên đoàn, hội phí hàng năm của hội viên;
- Thu từ các hoạt động của Liên đoàn theo quy định của pháp luật;
- Tiền tài trợ, ủng hộ của tổ chức, cá nhân trong và ngoài nước theo quy định của pháp luật;
- Các khoản thu hợp pháp khác.
b) Các khoản chi của Liên đoàn:
- Chi hoạt động thực hiện nhiệm vụ của Liên đoàn;
- Chi thuê trụ sở làm việc, mua sắm phương tiện làm việc;
- Chi thực hiện chế độ, chính sách đối với những người làm việc tại Liên đoàn theo quy định của Ban Chấp hành Liên đoàn phù hợp với quy định của pháp luật;
- Chi khen thưởng và các khoản chi khác theo quy định của Ban Chấp hành.
2. Tài sản của Liên đoàn:
Tài sản của Liên đoàn bao gồm trụ sở, trang thiết bị, phương tiện phục vụ hoạt động của Liên đoàn. Tài sản của Liên đoàn được hình thành từ nguồn kinh phí của Liên đoàn; do các tổ chức, cá nhân trong và ngoài nước hiến, tặng theo quy định của pháp luật.
Điều 24. Quản lý, sử dụng tài chính, tài sản của Liên đoàn
1. Tài chính, tài sản của Liên đoàn chỉ được sử dụng cho các hoạt động của Liên đoàn.
2. Tài chính, tài sản của Liên đoàn khi chia, tách; sáp nhập; hợp nhất và giải thể được giải quyết theo quy định của pháp luật.
3. Ban Chấp hành Liên đoàn ban hành Quy chế quản lý, sử dụng tài chính, tài sản của Liên đoàn đảm bảo nguyên tắc công khai, minh bạch, tiết kiệm phù hợp với quy định của pháp luật và tôn chỉ, mục đích hoạt động của Liên đoàn.

Chương VII
KHEN THƯỞNG, KỶ LUẬT

Điều 25. Khen thưởng
1. Tổ chức, đơn vị thuộc Liên đoàn, hội viên có thành tích xuất sắc được Liên đoàn khen thưởng hoặc được Liên đoàn đề nghị cơ quan, tổ chức có thẩm quyền khen thưởng theo quy định của pháp luật.
2. Ban Chấp hành Liên đoàn quy định cụ thể hình thức, thẩm quyền, thủ tục khen thưởng trong nội bộ Liên đoàn theo quy định của pháp luật và Điều lệ Liên đoàn.
Điều 26. Kỷ luật
1. Tổ chức, đơn vị thuộc Liên đoàn, hội viên vi phạm pháp luật; vi phạm Điều lệ, quy định, quy chế hoạt động của Liên đoàn thì bị xem xét, thi hành kỷ luật bằng các hình thức: Khiển trách, cảnh cáo, tước quyền sinh hoạt có thời hạn hoặc khai trừ ra khỏi Liên đoàn.
2. Ban Chấp hành Liên đoàn quy định cụ thể thẩm quyền, quy trình xem xét kỷ luật trong nội bộ Liên đoàn theo quy định của pháp luật và Điều lệ Liên đoàn.
